The attraction of stay-put is that it removes the risk of building occupants being exposed to poisonous smoke, while trying to evacuate.  Where occupants of the building need assistance to evacuate, for example wheelchair users, the logistics of them evacuating safely in a fire situation becomes increasingly challenging.

In non-residential buildings the level of compartmentation is such that stay-put is not possible and so many people are used to evacuating the building in the event of fire.  In such situations, the earlier occupants can evacuate, the safer they are.

This logic is then applied to the residential situation, where mass evacuation is not only inconvenient, but often undesirable.
