New Reforms to Building Safety Regulator to Accelerate Building Works

Interesting news from Parliament! It certainly looks like a positive step and the results will be welcomed across the industry. In a statement made to Parliament earlier this week, Alex Norris MP announces that the government is establishing an arm’s length body to take on the BSR role from HSE led by Andy Roe KFSM.

Interesting news from Parliament! It certainly looks like a positive step and the results will be welcomed across the industry.

In a statement made to Parliament earlier this week, Alex Norris MP announces that the government is establishing an arm’s length body to take on the BSR role from HSE led by Andy Roe KFSM.

They are investing in strengthened and dedicated leadership to lead the transition of Building Safety Regulator’s (BSR) operations out of the Health and Safety Executive (HSE) in the future and to provide a dedicated focus to its operations. A new arm’s length body to the Ministry of Housing, Communities and Local Government (MHCLG) is being established with the intention for this to take on the functions of the BSR from HSE in due course. Andy Roe KBSM has been appointed to a shadow board pending its establishment as an Executive Agency.  They will also introduce a new Chief Executive Officer to lead the BSR, Charlie Pugsley. Andy and Charlie will provide additional leadership focus and capacity to the existing skilled BSR team.  

 

The BSR is implementing a new Fast Track Process. This will bring building inspector and engineer capacity directly into the BSR to enable a rapid acceleration to the processing of existing newbuild cases and, in the coming months, remediation decisions. 

They are working hard to partner with industry to deliver results and will shortly support the publication of industry guidance to improve the quality of applications and so reduce processing times.  

To ensure transparency, the BSR will publish key performance related information quarterly, starting in the coming weeks. These changes will see no compromise in the standards expected of design and construction.

They are bolstering long-term investment in the capacity of the BSR and building capacity within industry. The BSR will recruit more than 100 staff by the end of the year. 

What does this mean for businesses?

  • Businesses will now interact with a regulator that has more focused oversight, potentially leading to tighter scrutiny and more consistent enforcement.
  • This leadership team brings a fire safety and enforcement background, suggesting more assertive risk management and a push for higher compliance standards across the industry.
  • Faster processing may help reduce costly delays for developers.
  • There will be clearer expectations, but businesses must rapidly adapt to new documentation and procedural standards or risk delays.
